Is your ad budget enough?
Meta needs roughly 50 optimization events per ad set within a rolling 7-day window to exit the learning phase. Google Smart Bidding needs around 50 conversions or 3 conversion cycles. If your budget split across campaigns does not reach that number, none of them converge — and no agency can fix that.

How many ad sets this budget sustains
Same money, split different ways. The highlighted row is your current setup.
| Ad sets | Conv. each / 7d | Budget each | Verdict |
|---|---|---|---|
| 1 | 20 | $30,000 | never converges |
| 2 | 9.9 | $15,000 | never converges |
| 3 | 6.6 | $10,000 | never converges |
| 4 | 4.9 | $7,500 | never converges |
| 6 | 3.3 | $5,000 | never converges |
| 8 | 2.5 | $3,750 | never converges |
What I would do with this budget
- Lower the CPA before raising spend. At the current budget a $138 CPA would be enough to converge. That means fixing tracking, negating bleeding search terms and repairing the landing page.
- Optimise for an event higher in the funnel. If purchases lack volume, optimising for add-to-cart or lead can clear 50 per window. You lose precision and gain convergence — a deliberate trade, not a trick.
- Consider that this is not your channel. At small budgets, brand search, Google Business and remarketing usually beat prospecting that never exits learning.
Why it exists
The mistake that repeats every day
Splitting a small budget across six campaigns. None reaches the threshold, all stay in permanent learning, and three months later the conclusion is that "advertising does not work".
The case this calculator makes visible: a $500 CPA with a $10,000 budget is 20 conversions a month. That advertiser will fail with any agency, and it is better to know before signing than in month three.
The fix is usually free: consolidate. Fewer ad sets with more budget each will converge; many fragmented ones will not. The tool tells you exactly how many yours supports.
Questions
What people usually ask
It is public Meta documentation: ~50 optimization events per ad set within a rolling 7-day window, typically exiting in 3 to 7 days with sufficient budget. In Google Ads the threshold varies by bid strategy, and the tool says so.
